Tree branches at the Foochow consulate were cut. There was a disagreement between Werner and Harding as to when it was agreed that this would be undertaken.
Werner appears to have insinuated that Harding lied about this matter.
Harding decided enough was enough and he would ask to be transferred away from Foochow.
Werner acknowledges Harding's request, and replies with more discussion of the tree pruning schedule and the statement that he, Werner, was not hostile to Harding, but, instead, ...exceedingly lenient.
